Hanson assisted with several projects including the 30-day design of Taxiway Papa and a concurrent 45-day design of Taxiway Tango. Hanson prepared an update to the Storm Water Pollution Prevention Plan, assisted with permit transfer and renewal, and provided training to airport personnel, co-permittee training, and general tenant training in procedural controls of pollutants. Other services included a pavement condition survey and declared distance assistance.
Taxiways Papa and Tango - Daytona Beach International Airport is the site of major flight training activity. Aircraft operations can equal 120 operations per hour on the general aviation and 30 per hour on the main runway at peak hours. Commercial jet traffic is part of the mix. The airport has also been listed among those with runway incursion problems. The Runway Incursion Action Team (RIAT) recommended a parallel Taxiway Papa to main Runway 7L/25R as a partial solution. Air Traffic Control also recommended a partial parallel Taxiway Tango to general aviation Runway 7R/25L.
Hanson personnel assisted in the funding negotiations to obtain discretionary monies for the taxiways. With a 30-day start to finish design window for Taxiway Papa, and a 45-day concurrent start to finish design window for Taxiway Tango, Hanson personnel went from cold start to delivering bidding documents on schedule. The project used experience gained from the Statewide Airport Stormwater Study to manage stormwater without ponds.
NPDES Assistance - The Storm Water Pollution Prevention Plan (SWPPP) for the airport and the associated NPDES permit required update and renewal/transfer. Hanson personnel prepared an update to the SWPPP, assisted with permit transfer and renewal, and provided training to airport personnel, co-permittee training, and general tenant training in procedural controls of pollutants.
Declared Distance Assistance - The Part 139 inspection for the airport found discrepancies in declared distance values, lighting and signage done previous to our firm. Hanson personnel worked with the inspector to resolve the distances, lighting and signage for the primary runway. The work was used as one of two examples of declared distance plans by the inspector to illustrate proper application of the advisory circular.
Taxiway November Pavement Condition - The eastern section of Taxiway November was exhibiting multiple distress types including severe functional and structural problems. Hanson personnel conducted a pavement condition survey with full sampling of the entire affected section. Recommendations included removing and replacing the entire 4-inch surface course due to delamination between courses and material problems.
New Aircraft Parking Apron - A new Fixed Base Operator required terminal apron and site space for offices and hangars. Hanson personnel designed, permitted and provided construction phase engineering services for the project. Although an extensive geotechnical exploration indicated satisfactory site conditions, the construction encountered an inert debris landfill in the project limits. Hanson personnel provided analysis of the debris, FDEP permitting assistance, and debris relocation and closure plans for the material. Time impacts to the project were minimal and closure costs were limited by using excess earth from another project concurrently under construction.
